* ci: LLVM 22 package mirror workflow (match lic main template)

Fixes lic build on ubuntu-24.04 where LLVM 18 no longer matches lic main.

* ci: lic-ci container + docs-only skip (LLVM 22)

Use ghcr.io/li-langverse/lic-ci:ubuntu24-llvm22; skip lic when only docs/agent-kit.
Drop workflow path trigger on security-gate for ci.yml-only hygiene PRs.
